Richard Bryan C. Uy
Environmental Management Specialist
BS ME (UST), MS EnE (UP Dil)
Engr. Uy specializes on environmental
impact studies working on a wide range of development projects in
his capacity as Environmental Consultant for Pacific Spectrum
Environmental. His extensive training on Environmental Management
Accounting (EMA) which he obtained from the experts of Lueneburg
University’s Center for Sustainable Management has reinforced his
grasp on sustainable development strategies which he employs in his
projects. Engr. Uy is a local EMA trainer for the EMA-SEA Project
of German-based Capacity Building International (InWEnt) and
Bangkok-based Asian Society for Environmental Protection (ASEP).
He has conducted research on fixed-film wastewater treatment
technologies and has published his work in different professional
associations including the Japan Society for the Promotion of
Science. Engr. Uy is a regular resource person of the Laguna Lake
Development Authority (LLDA) in training pollution control officers
on various environmental topics. He has worked as a researcher at
the UP Environmental Engineering Graduate Program and has been
involved in different environmental projects. He has also worked
with the Land Bank of the Philippines as environmental specialist
for the World Bank-assisted Water Districts Development Project.
Engr. Uy graduated cum laude with a BS degree in mechanical
engineering from the University of Santo Tomas and earned his
masters degree in Environmental Engineering from the University of
the Philippines in Diliman. Presently, he is the Managing Director
of Pacific Spectrum Environmental.

Ricardo D. Quebral, Jr
Cleaner Production
Specialist
BS ME (UP Dil), MS EnE (UP Dil)
Mr. Quebral is an environmental
engineer who specializes in the field of cleaner production (CP).
His experience in this field spans from the time he has worked for
the Department of Science and Technology (DOST) under the Integrated
Program on Cleaner Production Technology up to the present. His
expertise is backed by extensive training in Cleaner Production
Technologies from the Fraunhofer Institute for Factory Operation and
Automation in Germany.
Currently, Mr. Quebral is a director and environmental consultant of
the Pacific Spectrum Environmental Research and Consultancy, Inc.
Aside from cleaner production, he has been involved in various
consultancy projects dealing with environmental site assessment,
environmental database development, environmental management system,
wastewater research, environmental compliance certificate
procurement, and environmental education.
His professional career has not been limited to the government and
the private sectors. He has worked in the academe as a researcher.
His research at the Environmental Engineering Graduate Program of
the University of the Philippines (UP) focused on hazardous waste
and septage management. He also worked at the International
Institute of Rural Reconstruction, an international non-government
organization. He managed two international projects on
community-based natural resource management.
Mr. Quebral obtained his MS degree in Environmental Engineering and
BS degree in Mechanical Engineering from UP Diliman under
scholarship from the DOST.

Alex B. Casilla
Environmental Management Specialist

Engr. Casilla
obtained his bachelors degree in chemical engineering from UP
Diliman in 1990. After working in the industry for about 3 years, he
pursued graduate studies. He is presently completing his master’s
degree in environmental engineering at UP Diliman. While taking his
masters, he worked as a research associate for 4 years at the UP
Environmental Engineering Graduate Program, doing research and
consultancy projects. He also was a part-time lecturer in the
undergraduate level in the UP Chemical Engineering Department. In
2001, he worked for Daewoo Engineering and Construction, Ltd. as an
environmental engineer for the US government-funded Palau Compact
Road Project. He was mainly involved in the soil erosion control
aspect of the project. He is currently an environmental consultant
of Pacific Spectrum Environmental.

Erlinda P. Pajarito
Environmental Management Specialist
BS CE (AdU), BS SE (NU), MS EnE cand. (UP Dil)
Engr. Pajarito holds a BS in Sanitary Engineering, and Civil
Engineering from National University and Adamson University,
respectively. She is currently pursuing her MS in Environmental
Engineering in University of the Philippines – Diliman.
Engr. Pajarito had worked as a commissioning engineer for Clean Flo
Phils. handling operation and maintenance of sewage and wastewater
treatment plants. She also worked as a project research associate,
and assisted in the study of distribution of sewage- related
substances to the Manila-Bay Estuarine area.
She has also worked as an environmental specialist for US-AID funded
projects in the Visayas and Mindanao.

Betty H.
Wong
Environmental
Management Specialist

Engr. Wong is a BS Chemical Engineering graduate of De La Salle
University in Manila. She had earned her MS in Chemical Engineering
from UP Diliman under the scholarship grant of Department of Science
and Technology through its Engineering Science Education Project
(DOST-ESEP). She has various experiences in environmental projects
under the Environmental Engineering Graduate Program. She served as
a fellowship trainee in Fluidyne Corporation, Iowa – USA assisted in
the preparation of operations manual, cost estimation of fiberglass
equipment, and preparation of environmental projects profile as
marketing guide. She has extensive training on Industrial
Biotechnology from the German Research Center and the University of
Kassel in Germany.
Engr. Wong is an Integrated Management System (IMS)
expert and currently working with Integrated Packaging Logistics.
She is one of the environmental consultants of Pacific Spectrum
Environmental.

Atty.
Ana Lea H. Uy
Environmental Law / Contract Management
Specialist

Atty. Uy is a BA Political Science
graduate of UP Diliman. She completed her Bachelor of Laws also at
UP Diliman in 1996 and had earned her Master of Laws degree (in
International Environmental Laws) from the University of London in
2001. She had served as a consultant to the Undersecretary for
Environment and Programs Development of DENR, where she drafted
several policy papers on environment, particularly on the Clean Air
Act; assisted in the drafting of Implementing Rules and Regulations
of said law; rendered legal advice for the Pollution Adjudication
Board and Environmental Impact Assessment Section; and represented
the Philippines in various international conferences. She was a
former counsel for Philippine Airlines and a Chief Legislative
Officer for the Committees on Environment and Natural Resources and
Science and Technology in the Philippine Senate. Atty. Uy teaches
at the Miriam College in Quezon City and is currently the
environmental lawyer of Pacific Spectrum Environmental.

Ma. Sonabel Anarna
Environmental Health

A Public Health professional with a
strong background in a variety of Public Health disciplines, Ms.
Anarna completed her MS degree in Public Health major in
Environmental Health at the University of the Philippines. She is
currently Supervising Health Program Officer of the Department of
Health National Center for Disease Prevention and Control
Environmental & Occupational Health Office based in Manila. She has
been involved in different projects related to water, sanitation and
sewerage, and is a member of the Technical Working Group for the
Manila Third Sewerage Project (MTSP), a grant project of the World
Bank. Ms. Anarna has conducted several studies such as the
cross-sectional study to describe the health and environmental
impacts of exposure to the Carmona Sanitary Landfill (CSLF) and
solar disinfection. She has crafted or helped in crafting policies,
manuals, standards and regulations including the manual for the
Rapid Assessment Case Studies (RACS) on Sanitation Hazards and
Practices, the Sanitation Inspectors’ (SI) Manual of Operations,
Environmental and Occupational Health Indicators and Technical
Assessment Package of the Sentrong Sigla Program of the Department
of Health, Guidelines of Septage and Sludge Management and its
Manual of Operations, Volunteer Barangay Sanitation Inspectors (VBSI)
Operations Manual, Hospital Waste Management Manual and its Training
Guide and IEC Materials. She is also a short-term consultant of the
World Bank Office Manila (WBOM) on environmental health.

Engr. Dumlao is
an Assitant Professor in Chemical Engineering at the Xavier
University in Cagayan de Oro City. She holds a BS in Chemical
Engineering from the University of the Philippines-Diliman. She
also completed her masters in Environmental Engineering also at UP
Diliman.
She
was involved in a research project investigating the nitrogen and
carbonaceous matter removal from leachate generated by the San Mateo
Sanitary Landfill. Her research focused on the use of moving bed
bioreactors combined by anoxic/aerobic systems. She is involved in
the preparation of initial environmental examination for various
environmental projects.

Ruben A. Estudillo
Coastal Marine Specialist

Mr. Estudillo
was, for 8 years, a Marine Scientist IV for the Division of Water
Resources and Environment of the Research Institute of the King Fahd
University of Petroleum and Minerals (KFUPM) at Dhahran, Saudi
Arabia. Prior to joining the Research Institute, he worked as
Senior Fisheries Biologist for the Oceanography Section of the
Philippines Bureau of Fisheries and Aquatic Resources (BFAR) for 12
years. He has participated in 4 international marine scientific
expeditions in the Philippine Seas, Japan Sea and Western Pacific
Region; and has published technical papers on zooplankton ecology
and hydrology, fisheries biological oceanography, red tides and
paralytic shellfish poisoning, and coral reef ecology.
Mr. Estudillo’s areas of expertise include marine fisheries –
biological oceanographic surveys; marine environmental monitoring
and impact assessment studies; and shipboard physico-chemical,
biological and fisheries oceanographic methodologies and
instrumentation. Mr. Estudillo is the marine specialist of Pacific
Spectrum.

Agnes L. Goze
Environmental Management
Specialist

Engr. Goze
graduated from the University of Saint Louis in Baguio City with a
degree in chemical engineering. She obtained her masters degree in
environmental science and technology from the International
Institute for Infrastructure, Hydraulics and Environmental
Engineering (IHE) in Delft, the Netherlands in 1994.
Her experience with the Department of Environmental and Natural
Resources (DENR) as an environmental management specialist spans 12
years. She started out at the Cordillera Administrative Region
office and then transferred to the DENR main office in Quezon City.
Before leaving DENR, she was the head of the Philippine Ozone Desk,
a project dealing with ozone-depleting substances. At present, she
is pursuing a PhD degree in environmental science at UP Diliman and
working as an environmental consultant at Pacific Spectrum
Environmental.

Alan J. Guintibano
Water and Wastewater Design
Specialist
BS CE (TIP), BS SE (TIP), MS EnE On-giong (UP Dil)
Engr. Alan Guintibano has extensive experience in the design of
water and wastewater treatment plants, feasibility studies, plumbing
system, drainage system, sewerage system and hydraulic network
modelling and run hydraulic analysis using computer simulation
software necessary for the detailed design phases of the water
supply projects. He executes detailed design of transmission and
distribution pipelines and appurtenances, site development plan and
civil design works. His capabilities encompass supervision and
management, conduct of trainings, testing and commissioning,
preparation of specifications and cost estimates and preparation of
final design drawings for various water supply systems, wastewater
system plumbing, sewerage and drainage systems involving different
scenarios.
Engr. Guintibano has been involved in many projects with private and
public entities including the DILG PMO-WSS-sponsored LGU-Urban Water
Supply Sector Project and the Manila Water (MWCI) Treatment Plants.
He has earned his civil and sanitary engineering degrees at the
Technological Institute of the Philippines and is currently taking
up masteral units in Environmental Engineering at the University of
the Philippines in Diliman.

Joselito
N. Jose

Engr. Jose is a BS Civil Engineering
graduate of Far Eastern University in Manila and had earned his BS
in Sanitary Engineering from National University, Manila. He had
also earned his MS in Environmental Engineering from University of
the Philippines – Diliman.
He had served as a manager of water and wastewater division in DKK
Consultants, Inc. and had acquired various experiences in process
design and structural design of wastewater treatment plant,
including the assessment of environmental conditions and impact. As
a civil engineer, he was involved in the construction of sewage
treatment plants, design of water supply facilities, preparation of
site development plans for dam, pumping stations, and water supply
systems. He had prepared initial environmental examination of 17
barangays in Palawan, and environmental impact statement for Pasig
River rehabilitation.

Joseph P.
Lalo

Mr. Lalo is an
applied anthropologist with a BS degree on Classical Philosophy from
Divine Word Seminary, MA degree on Anthropology from the UP-Diliman.
He is currently pursuing his doctoral degree on Anthropology at UP
Diliman. His areas of expertise include social anthropology, social
issues on ancestral domain and public social acceptability.
He is an EIA review committee member for various projects at the EMB
Central Office and the Laguna Lake Development Authority serving as
social module specialist. Mr. Lalo’s works include development of
ancestral domain management plan, ethnographic researches on various
cultural practices and archaeological studies and assessment.

Jose Marie U. Lim
Water/Wastewater
Treatment Specialist

Engr. Lim is a BS Chemical Engineering graduate of UP Diliman.
He earned his MS in Environmental Engineering degree in 1997
also from UP Diliman specializing on treatment of industrial
wastewater. Since 1995, he was involved in various environmental
engineering projects and researches of the UP Environmental
Engineering Graduate Program.
He
was the Project Leader of several research projects on water
quality assessment of Philippine inland waters supported by P&G
Kobe Technical Center, P&G European Technical Center and P&G
Manila. He was the Team Leader of an Environmental Audit for
Selected Military Facilities commissioned by the Philippine
Department of National Defense.
He was a member of the Technical Working Group for the
Philippine Clean Water Act of the Committee on Ecology at the
Philippine House of Representatives in 2002. He is also a review
committee member (REVCOM) of the Environmental Impact Assessment
Division of the DENR-EMB reviewing environmentally critical
projects applying for Environmental Compliance Certificate (ECC).

Environmental Health Specialist

Mr. Gerry Mogul is an Environmental
Health Specialist with more than 15 years of experience with the
Department of Health (DOH). His years of experience brings with him
capabilities to formulate and develop policies, standards,
guidelines and frameworks for environmental health impact assessment
(EHIA) and environment, health and safety (EHS).
He was short-term adviser for the World Health Organization in
reviewing the Guidelines on the application of wastewater on
aquaculture/agriculture and was the team leader for a risk
assessment for human health conducted for the Manila Bay
Environmental Project of the IMO/DENR. He is currently a review
committee member for the Environmental Management Bureau (EMB)
specializing on Health and Environmental Impact Assessment of
developmental projects such as mining, power plant, cement,
reclamation, sanitary landfill, distillery plant, industrial and
residential subdivisions, roads and other projects covered by
Philippine Environmental Impact Assessment system.
Mr. Mogul has Bachelor of Science degrees in Civil and Sanitary
Engineering from the National University and a graduate degree
Environmental Sanitation from the University of Gent, in Belgium.
He is currently taking up his PhD in Environmental Science at Miriam
College in Quezon City.

Mark Tom Q. Mulingbayan

Engr. Mulingbayan is a civil
engineering graduate of UP Diliman. He also has a Master of Science
degree in Environmental Engineering in the same university. His
field of study is on natural treatment systems, particularly on
constructed wetlands. He also taught at the Civil Engineering
Department of the UP College of Engineering. He was formerly
connected with the Municipality of Nasugbu, Batangas acting as the
municipal environmental officer and currently works for the Manila
Water Company (MWCI) as Sewerage Treatment Plant (STP) Manager.

Genevieve M. Nangit
Biostatistician and Epidemiologist

Ms. Genevieve
Nangit is a biostatistician and research epidemiologist. She
provides the statistical capability as well as offers the
appropriate research methods for medical and health program studies
of organizations. Her specialization is application of statistical
methods in medical and health program researches, including clinical
trials, community trials, surveys, monitoring and evaluation
researches, and for the most part epidemiologic studies. Due to
her several research works, she had been involved with local private
and public sectors which benefited from the results of the
statistical analysis. Ms. Nangit is also involved in database
construction and conducts training and workshops related to data
analysis. Her solid statistical knowledge was from her
undergraduate degree in Statistics from the University of the
Philippines, Diliman. Her strong interest in applied statistics in
medical and health research came from her experience with the
College of Public Health – University of the Philippines, Manila,
where she is finishing her MS in Epidemiology.

Rhoda M. Noble
Industrial Hygienist

Ms. Rhoda Noble is an industrial hygienist with more than 10 years
of industry experience. She has worked as Sr. Industrial Hygienist
for the Occupational Safety and Health Center (OSHC) and is
responsible for research works on environment of workers in welding
operations, iron and steel industry, cement industry, asbestos-using
industry, paints and the printing industry. She has been developing
training materials and programs to educate workers about
occupational safety and health hazards prevention and the conduct of
specific trainings on occupational safety and health.
She is currently a Community Development Officer of the Mines and
Geosciences Bureau (MGB) where she has drafted the policy on Social
Development and Management Program (SDMP) for Mining Companies as a
guide/tool for Corporate Social Responsibility (CSR). She is a
licensed chemical engineer and has earned masteral units in
Environmental studies from the Miriam College Foundation.

Michael Angelo B. Promentilla
Contaminant Transport
Specialist

Engr. Promentilla is a cum laude of
BS Chemical Engineering from Univ. of the Phils. – Los Banos. He
earned his MSc in Chemical Engineering from University of the
Philippines – Diliman, specializing in environmental modelling,
transport processes in environmental systems, surface water quality
modelling, hazardous waste management, and risk assessment. He is
currently finishing his doctorate in Hokkaido University. Engr.
Promentilla is involved in conducting contaminant transport and
dispersion modelling of natural gas pipelines near Laguna Lake and
had also performed several surface water quality and dispersion
modelling for petrochemical park and metal mining plant. He also
performed risk assessment studies and conducted research on
environmental performance on semiconductors and electronics firms on
hazardous waste management.

Ramon D. Quebral
Environmental Geologist
BS Geology (UP Dil), MS and PhD Geology (Univ Pierre
et Marie Curie)
Dr. Quebral
holds MSc., Ph. D. and post Ph. D. in Structural Geology from the
Université Pierre et Marie Curie, Paris, France funded by the French
Foreign Ministry. He had earned a post Ph. D from International
Institute for Aerial Surveys and Earth Sciences, Enschede, The
Netherlands for Photogeology and Remote Sensing under the Dutch
foreign ministry. He had his BS in Geology at the University of the
Philippines – Diliman. He has acquired a wide range of local and
international trainings, research and experiences. He had several
publications in France and in the Philippines. He is a consultant
specializing in engineering geology, geotechnical engineering,
environmental geology, mineral exploration, and energy
exploration.
Dr. Quebral is currently the supervising geologist and section chief
of under the Lands Geology Division of Mines and Geosciences Bureau
of the Philippines and has been working for 22 years. He is also
the EIA Technical Review Committee resource person of DENR National
Capital Region.

Dindi
Tisha M. Samsuya
Social Scientist

Ms. Samsuya
holds a BA degree in Sociology from UP Los Banos. She is currently
pursuing her MS in Environmental Science in UP Diliman.
She has been involved in a number of environmental impact
assessments focusing on socio-economic assessment modules.
Presently, she is working as a community-based facilitator for a
Metropolitan Manila Development Authority project on disaster
management plan for a JICA funded project by the International
Disaster and Risk Management. Her study areas include all those
communities (mostly informal dwellers), which will be directly
affected by the Marikina fault line.
